The Standing Senate Committee on Social Affairs, Science and Technology, to which was referred Bill C-11, An Act to promote safety and security with respect to human pathogens and toxins, met this day at 2:01 p.m. to give clause-by- clause consideration to the bill.

The Chair: Honourable senators, we are here to deal with Bill C-11, An Act to promote safety and security with respect to human pathogens and toxins.

The appropriate way for us to proceed is to do clause-by-clause and then go in camera to discuss the report on observations. The only variance I could see would be if committee members wanted to have a general discussion in camera on the report, come back into a public session to deal with Bill C-11 and then go back in camera to finalize the recommendations. The order in which the items appear on the agenda is the order in which we are compelled to deal with them, although I could accommodate committee members who wanted to have a description of the observations in advance of proceeding to clause-by-clause consideration of the bill. Unless there is a motion to that effect, I will deal with the items as they appear on the agenda.
