The Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:01 p.m., in room 2, Victoria Building, the acting chair, the Honourable Lucie Pépin, presiding.

Members of the committee present: The Honourable Senators Banks, Callbeck, Eaton, Greene Raine, Martin, Mitchell, Munson, Ogilvie, Pépin, Rompkey and Segal (11).

In attendance: Havi Echenberg and Trina Wall, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, October 7, 2009, the committee continued its study on Bill C-6, An Act respecting the safety of consumer products. (For complete text of the order of reference, see proceedings of the committee, Issue No. 8)

WITNESSES:

Office of the Privacy Commissioner of Canada:

Chantal Bernier, Assistant Privacy Commissioner;

Melanie Millar-Chapman, Senior Policy and Research Analyst.

Canadian Institute of Child Health:

Dr. Victor Goldbloom, Chair of the Advisory Council.

The clerk informed the committee of the unavoidable absence of the chair and presided over the election of an acting chair.

The Honourable Senator Callbeck moved:

That the Honourable Senator Pépin be acting chair.

The question being put on the motion, it was adopted.

The acting chair made an opening statement.

Ms. Bernier made a presentation and, with Ms. Millar-Chapman, answered questions.

At 5:00 p.m., the committee suspended.

At 5:04 p.m, the committee resumed.

Dr. Goldbloom made a presentation and answered questions.

At 5:36 p.m., the committee adjourned to the call of the acting chair.

The Standing Senate Committee on Social Affairs, Science and Technology met in camera this day at 10:47 a.m., in room 705, Victoria Building, the chair, the Honourable Art Eggleton, P.C., presiding.

Members of the committee present: The Honourable Senators Brazeau, Callbeck, Cordy, Eaton, Eggleton, P.C., Fairbairn, P.C., Keon, Munson, Ogilvie and Segal (10).

In attendance: Havi Echenberg and Daniel Thompson, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 24, 2009, and delegated to the Subcommittee on Cities on Wednesday, February 25, 2009, the committee continued its examination on issues pertaining to Canada's largest cities. (For complete text of the order of reference, see proceedings of the subcommittee, Issue No. 1.)

Pursuant to rule 92(2)(f), the committee considered a draft report.

It was agreed that the committee adopt the report entitled: In from the margins: A Call to Action on Poverty, Housing and Homelessness, and that the chair and Senator Segal be empowered to make editorial, grammatical and stylistic changes.

It was agreed that the chair be authorized to table the report in the Senate.

At 11:01 a.m., the committee considered future business.

It was agreed that the chair be authorized to seek an order of reference relating to its mandate as set out in the Rules of the Senate.

At 11:57 a.m., the committee adjourned to the call of the chair.

Pursuant to the order of reference adopted by the Senate on Wednesday, October 7, 2009, the committee continued its study on Bill C-6, An Act respecting the safety of consumer products. (For complete text of the order of reference, see proceedings of the committee, Issue No. 8)

WITNESSES:

Shawn P. Buckley, Constitutional Lawyer.

Cyndee Todgham Cherniak, Adjunct Professor, Case Western Reserve University School of Law.

The chair made an opening statement.

Mr. Buckley and Ms. Todgham Cherniak each made a presentation and answered questions.

At 5:54 p.m., the committee discussed their agenda (future business).

It was agreed that the chair seek approval from the Senate to sit at 3:00 p.m., on Wednesday, December 2, 2009, for the purpose of clause-by-clause consideration of Bill C-6.

At 6:01 p.m., the committee adjourned to the call of the chair.

Paul Glover, Assistant Deputy Minister, Healthy Environments Consumer Safety Branch;

Charles Ethier, Director General, Consumer Product Safety Directorate;

Diane Labelle, General Counsel, Legal Services Unit.

The chair made an opening statement.

Mr. Glover made a statement and, with Mr. Ethier and Ms. Labelle, answered questions.

The committee discussed their agenda (future business).

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-6 without the appearance of the Minister.

At 12:55 p.m., the committee adjourned to the call of the chair.
