The Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:19 p.m., in room 2, Victoria Building, the chair, the Honourable Art Eggleton, P.C., presiding.

Members of the committee present: The Honourable Senators Braley, Champagne, P.C., Cordy, Demers, Eaton, Eggleton, P.C., Martin, Mercer, Merchant, Ogilvie, Peterson and Seidman (12).

In attendance: Anna Gay and Brian O'Neal, Analysts, Parliamentary Information and Research Service.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 1, 2011, the committee continued its study of Bill C-35. (For complete text of the order of reference, see proceedings of the committee, Issue No. 20.)

APPEARING:

Les Linklater, Assistant Deputy Minister, Strategic and Program Policy;

Mark Davidson, Acting Director General, Immigration Branch;

Elaine Menard, Legal Counsel.

The chair made a statement.

The Minister made a statement and, together with Mr. Linklater, Mr. Davidson and Ms. Menard, answered questions.

At 5:42 p.m., the committee suspended.

At 5:45 p.m., the committee resumed.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-35, An Act to Amend the Immigration and Refugee Protection Act.

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that clause 5 carry.

It was agreed that clause 6 carry.

It was agreed that clause 7 carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the committee append the following observation to the report on the bill:

The committee notes that paralegals have been added to the categories of persons authorized under the bill to represent, advise or consult with a person for consideration and therefore adds the following observation:

That a paralegal representing, advising or consulting with a person for consideration in connection with a proceeding or application under the Immigration and Refugee Protection Act should undergo training and examination specifically related to immigration practices.

It was agreed that the Subcommittee on Agenda and Procedure be authorized to approve the final, translated version of the observation.

It was agreed that the chair report the bill to the Senate.

At 5:51 p.m., the committee adjourned to the call of the chair.

Pursuant to the order of reference adopted by the Senate on Wednesday, February 16, 2011, the committee began its study on the progress in implementing the 2004 10-Year Plan to Strengthen Health Care.

Claudia Sanmartin, Senior Analyst, Health Analysis Division.

The chair made a statement

Dr. Kitts, Mr. Wright, Ms. Hoffman and Mr. Catlin each made a statement and, together with Mr. Abbott, Ms. Mandy and Ms. Sanmartin, answered questions.

At 12:30 p.m., the committee adjourned to the call of the chair.
