The Standing Senate Committee on Aboriginal Peoples met this day, at 6:46 p.m., in room 160-S, Centre Block, the chair, the Honourable Senator Gerry St. Germain, P.C., presiding.

Members of the committee present: The Honourable Senators Campbell, Demers, Lovelace Nicholas, Meredith, Munson, Patterson, Raine, St. Germain, P.C., and Sibbeston (9).

In attendance: Shauna Troniak, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 28, 2012, the committee began its consideration on the evolving legal and political recognition of the collective identity and rights of the Métis in Canada.

WITNESSES:

Statistics Canada:

Jane Badets, Director General, Census Subject Matter, Social and Demographic Statistics;

François Nault, Director, Social and Aboriginal Statistics Division;

Cathy Connors, Assistant Director, Social and Aboriginal Statistics Division.

Human Resources and Skills Development Canada:

James Sutherland, Acting Director General, Aboriginal Affairs Directorate, Skills and Employment Branch.

Ms Badets and Mr. Sutherland each made a statement and, together with Mr. Nault, answered questions.

At 8:05 p.m., the committee considered a draft budget application for its special study on evolving legal and political recognition of the collective identity and rights of the Métis in Canada.

The Honourable Senator Demers moved that the budget, be adopted, as follows:

Summary of Expenditures

Professional and Other Services   $    24,923
Transportation and Communications   233,917
All Other Expenditures   23,910
TOTAL   $ 282,750

The question being put on the motion, it was adopted.

It was agreed that this special study budget application (evolving legal and political recognition of the collective identity and rights of the Métis in Canada) be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.

At 8:10 p.m., it was agreed that the committee adjourn to the call of the chair.
