The Standing Senate Committee on Aboriginal Peoples met this day, at 7:15 p.m., in room 160-S, Centre Block, the chair, the Honourable Vernon White, presiding.

Members of the committee present: The Honourable Senators Ataullahjan, Campbell, Dyck, Raine, Rivard, Sibbeston, Tkachuk, Watt and White (9).

In attendance: Shauna Troniak and Wren Nasr, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 30, 2012, the committee began its consideration of the subject-matter of those elements contained in Division 8 of Part 4 of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.

APPEARING:

The Honourable John Duncan, P.C., M.P., Minister of Indian Affairs and Northern Development, Minister of the Canadian Northern Economic Development Agency and Federal Interlocutor for Métis and Non-Status Indians.

WITNESSES:

Aboriginal Affairs and Northern Development Canada:

Kris Johnson, Senior Director, Lands Modernization.

Department of Justice Canada:

Paul Salembier, General Counsel, Operations and Programs.

Mr. Duncan made a statement and, together with Mr. Johnson and Mr. Salembier, answered questions.

At 7:50 p.m., the committee suspended.

At 7:51 p.m., the committee resumed.

At 8 p.m., the committee suspended.

At 8:02 p.m., the committee resumed in camera and, pursuant to rule 12-16(1)(d), considered a draft agenda (future business).

It was agreed that senators' staff be permitted to remain in the room during the in camera portion of the meeting.

It was agreed to invite the Assembly of First Nations to appear.

At 8:10 p.m., it was agreed that the committee adjourn to the call of the chair.
