The Standing Senate Committee on Social Affairs, Science and Technology met in camera this day at 4:20 p.m., in room 705, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Callbeck, Champagne, P.C., Cordy, Demers, Dyck, Eggleton, P.C., Martin, Merchant, Ogilvie, Seidman, Seth and Verner, P.C. (12).

In attendance: Karin Phillips, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, June 23, 2011, the committee continued its study on the progress in implementing the 2004 10-Year Plan to Strengthen Health Care. (For complete text of the order of reference, see proceedings of the committee, Issue No. 3.)

Pursuant to rule 92(2)(f), the committee considered a draft report.

It was agreed that the committee allow the transcription of today's in camera meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members present and the committee analysts, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure but no later than at the end of this parliamentary session.

It was agreed that the report be adopted in principle with the requested changes and that the Subcommittee on Agenda and Procedure, in consultation with Senator Verner for the french version of the report, be empowered to approve the final version of the report.

It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve an executive summary of the report.

It was agreed that, pursuant to rule 131(2), a government response be requested if the report is adopted by the Senate and that the Minister of Health be designated the minister responsible for responding to the report.

At 5:19 p.m., the committee adjourned to the call of the chair.
