The Standing Senate Committee on Aboriginal Peoples met this day in camera at 6:49 p.m., in room 160-S, Centre Block, the chair, the Honourable Dennis Glen Patterson, presiding.

Members of the committee present: The Honourable Senators Beyak, Meredith, Moore, Ngo, Patterson, Raine, Sibbeston, Tannas, Wallace and Watt (10).

In attendance: Julie Cool and Martha Butler, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 25, 2014, the committee continued its consideration of the challenges and potential solutions relating to First Nations infrastructure on reserves.

Pursuant to rule 12-16(1)(d), the committee considered a draft agenda (future business).

It was agreed that senators' staff be permitted to remain.

It was agreed that Senator Tannas would assume the chair, later in the meeting, upon the departure of Senator Patterson.

At 7:14 p.m., the committee resumed in public.

The Honourable Senator Sibbeston moved:

That the following special study budget application (challenges and potential solutions relating to First Nations infrastructure on reserves) be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

Activity 1: Western Canada 144,470

Activity 2: Ontario 149,190

Activity 3: Quebec 4,790

Activity 4: Eastern Canada 60,610

TOTAL $ 359,060

And that the Subcommittee on Agenda and Procedure be authorized to make final edits and to approve the final budget submission.

The question being put on the motion, it was adopted.

First Nations of Alberta Technical Services Advisory Group:

Vaughn Paul, Chief Executive Officer.

At 7:15 p.m., Senator Tannas took the chair and made an opening statement.

Mr. Howsam and Mr. Paul each made a statement and, together with Mr. Bova, answered questions.

At 8:41 p.m., it was agreed that the committee adjourn to the call of the chair.
