The Standing Senate Committee on Aboriginal Peoples met this day at 9:35 a.m., in room 160-S, Centre Block, the chair, the Honourable Dennis Glen Patterson, presiding.

Members of the committee present: The Honourable Senators Beyak, Dyck, Enverga, Moore, Ngo, Patterson, Raine, Tannas and Wallace (9).

Other senator present: The Honourable Senator Watt (1).

In attendance: Martha Butler, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, June 10, 2014, the committee continued its consideration of Bill C-428, An Act to amend the Indian Act (publication of by-laws) and to provide for its replacement.

WITNESSES:

Assembly of First Nations:

Stuart Wuttke, Legal Counsel;

Valerie Richer, Associate Legal Counsel.

An an individual:

Guy Lonechild.

Congress of Aboriginal Peoples:

Betty Ann Lavallée, National Chief.

First Nation Tax Commission:

C.T. (Manny) Jules, Chief Commissioner.

It was agreed that the English-only briefs or speaking notes of today's witnesses be distributed to the committee members.

Mr. Wuttke and Mr. Lonechild each made a statement and, together with Ms. Richer, answered questions.

Ms. Lavallée and Mr. Jules each made a statement and, together, answered questions.

At 11:32 a.m., it was agreed that the committee adjourn to the call of the chair.
