The Standing Senate Committee on Aboriginal Peoples met this day at 7:03 p.m., in room 160-S, Centre Block, the chair, the Honourable Lillian Eva Dyck, presiding.

Members of the committee present: The Honourable Senators Dyck, Enverga, Martin, Patterson, Raine, Sinclair and Tannas (7).

Other senator present: The Honourable Senator Watt (1).

In attendance: Alexandre Lavoie and Brittany Collier, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 5, 2016, the committee began its consideration of the Government response to the twelfth report of the Standing Senate Committee on Aboriginal Peoples, entitled On-Reserve Housing and Infrastructure: Recommendations for Change, tabled and adopted in the Senate on June 23, 2015, during the Second Session of the Forty-first Parliament.

APPEARING:

The Honourable Carolyn Bennett, P.C., M.P., Minister of Indigenous and Northern Affairs.

WITNESSES:

Indigenous and Northern Affairs Canada:

Diane Lafleur, Associate Deputy Minister;

Paul Thoppil, Chief Financial Officer, Chief Financial Sector;

Lynda Clairmont, Senior Assistant Deputy Minister, Regional Operations Sector;

Sheilagh Murphy, Assistant Deputy Minister, Lands and Economic Development;

David Smith, Acting Director General, Community Infrastructure Branch, Regional Operations Sector.

The chair made a statement.

Minister Bennett made a statement and, together with Mr. Thoppil, Ms. Clairmont, Ms. Murphy and Mr. Smith, answered questions.

At 8:34 p.m., the committee adjourned to the call of the chair.
