The Standing Senate Committee on Transport and Communications met this day at 9:32 a.m., in room 2, Victoria Building, the chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Bovey, Cormier, Dawson, Gagné, Galvez, Griffin, MacDonald and Tkachuk (9).

In attendance: Jed Chong, Analyst, Parliamentary Information and Research Services, Library of Parliament; Ben Silverman, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 20, 2018, the committee continued its study on how the three federal communications statutes (the Telecommunications Act, the Broadcasting Act, and the Radiocommunication Act) can be modernized to account for the evolution of the broadcasting and telecommunications sectors in the last decades. WITNESSES:

As an individual:

William G. Hutchison, Distinguished Fellow, Innovation Policy Lab, Munk School of Global Affairs, University of Toronto.

Stuart Jack, Partner.

The chair made a statement.

Mr. Hutchinson and Mr. Jack each made a statement and answered questions.

At 10:50 a.m., the committee suspended.

At 10:53 a.m., pursuant to rule 12-16(1)d), the committee resumed in camera to consider a draft agenda (future business).

It was agreed that senators' staff be permitted to remain in the room for the in camera portion of the meeting.

It was agreed to permit the transcription of the in camera portion of the meeting, that one copy of the transcript be kept with the clerk for consultation purposes, and that the copy be destroyed at the end of the current parliamentary session.

The committee discussed a draft agenda (future business).

At 10:56 a.m., the committee adjourned to the call of the chair.
