The Standing Senate Committee on Aboriginal Peoples met this day, at 6:47 p.m., in room 160-S, Centre Block, the chair, the Honourable Gerry St. Germain, P.C., presiding.

Members of the committee present: The Honourable Senators Dyck, Lovelace Nicholas, Patterson, Raine, St. Germain, P.C., Watt and White (7).

In attendance: Shauna Troniak, James Gauthier and Wren Nasr, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 28, 2012, the committee continued its consideration on the evolving legal and political recognition of the collective identity and rights of the Métis in Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 14.)

WITNESSES:

L'Union nationale métisse Saint-Joseph du Manitoba Inc.:

Gabriel Dufault, President;

Guy Savoie, Elder.

As an individual:

Denis Gagnon, Chairholder, Canada Research Chair on Métis Identity, University of Saint-Boniface.

Mr. Dufault and Mr. Gagnon each made a statement, and together with Mr. Savoie, answered questions.

At 7:59 p.m., the committee suspended.

At 8:05 p.m., the committee resumed in camera, pursuant to rule 12-16(1)(d), to consider a draft report.

Pursuant to the order of reference adopted by the Senate on Thursday, June 16, 2011, the committee continued its consideration of the federal government's constitutional, treaty, political and legal responsibilities to First Nations, Inuit and Metis peoples and other matters generally relating to the Aboriginal Peoples of Canada. It was agreed that staff be permitted to remain during the in camera portion of the meeting.

It was agreed that the draft report be adopted and tabled in the Senate.

The question being put on the motion, it was adopted.

At 8:17 p.m., it was agreed that the committee adjourn to the call of the chair.
