The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 5:45 p.m., in room 9, Victoria Building, the chair, the Honourable W. David Angus, presiding.

Members of the committee present: The Honourable Senators Angus, Brown, Chaput, Johnson, Lang, Massicotte, Mitchell, Neufeld, Seidman, Sibbeston and Wallace (11).

In attendance: Marc LeBlanc and Sam Banks, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, June 16, 2011, the committee continued its examination of the current state and future of Canada's energy sector (including alternative energy). (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

WITNESSES:

Natural Resources Canada:

Mark Corey, Assistant Deputy Minister, Energy Sector;

Douglas Heath, Director, Oil Sands and Energy Security Division, Energy Sector.

Stephen Lucas, Assistant Deputy Minister, Science and Policy Integration;

Jonathan Will, Director General, Electricity Resources Branch, Energy Sector;

Marc D'Iorio, Director General, Office of Energy Research and Development, Energy Sector.

Foreign Affairs and International Trade Canada:

Jon Allen, Assistant Deputy Minister, Americas.

Environment Canada:

Dan McDougall, Assistant Deputy Minister, International Affairs Branch.

The chair made an opening statement.

Mr. Corey and Mr. Allen each made a statement and, together with Mr. Heath, answered questions.

At 7:10 p.m., the committee suspended.

At 7:12 p.m., the committee resumed.

The chair made a statement.

Mr. Lucas and Mr. McDougall made a statement and, together with Mr. Will and Mr. D'Iorio, answered questions.

At 8:23 p.m., the committee adjourned to the call of the chair.
