The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 5:43 p.m., in room 9, Victoria Building, the chair, the Honourable Richard Neufeld, presiding.

Members of the committee present: The Honourable Senators Lang, Macdonald, Massicotte, Mitchell, Neufeld, Patterson, Seidman, Sibbeston, Unger and Wallace (10).

In attendance: Marc LeBlanc and Sam Banks, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 28, 2012, the committee continued its examination on the current state of the safety elements of the bulk transport of hydrocarbon products in Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 34.)

WITNESSES:

Fisheries and Oceans Canada:

Jody Thomas, Deputy Commissioner, Operations, Canadian Coast Guard;

Jacqueline Gonçalves, Director General, National Strategies, Canadian Coast Guard.

Shipping Federation of Canada:

Anne Legars, Vice-President;

Jean-Francois Belzile, Director, Marine Operations.

The chair made an opening statement.

Ms. Thomas made a statement and, together with Ms. Gonçalves, answered questions.

At 6:44 p.m., the committee suspended.

At 6:46 p.m., the committee resumed.

The chair made a statement.

Ms. Legars made a statement and, together with Mr. Belzile, answered questions.

At 7:20 p.m., the committee adjourned to the call of the chair.
