The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 7:02 p.m., in room 9, Victoria Building, the chair, the Honourable Richard Neufeld, presiding.

Members of the committee present: The Honourable Senators: Lang, MacDonald, Massicotte, McCoy, Mitchell, Neufeld, Patterson, Ringuette, Unger and Wallace (10).

In attendance: Marc LeBlanc and Sam Banks, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 28, 2012, the committee continued its examination on the current state of the safety elements of the bulk transport of hydrocarbon products in Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 34.)

WITNESSES:

Association of Professional Engineers and Geoscientists of Alberta:

Mark Flint, Professional Engineer and Chief Executive Officer (by video conference);

Al Schuld, Professional Engineer and Registrar (by video conference).

The chair made an opening statement.

Mr. Flint made a statement and, together with Mr. Schuld, answered questions.

At 7:45 p.m., the committee suspended.

At 7:46 p.m., pursuant to rule 12-16(1)(d), the committee proceeded in camera to consider a draft agenda (future business).

At 7:59 p.m., the committee resumed in public for the consideration of the following draft budget:

Activity 1: B.C., Washington State,

Alaska  $ 139,560
Total  $ 139,560

 

It was agreed that:

The special study supplementary budget application (hydrocarbon transportation), for the fiscal year ending March 31, 2014, be approved, and that the chair be authorized to submit the application to the Standing Committee on Internal Economy, Budgets and Administration.

At 8 p.m., the committee adjourned to the call of the chair.
