The Standing Senate Committee on Legal and Constitutional Affairs met this day at 8:32 a.m., in room 257, East Block, the deputy chair, the Honourable Joan Fraser, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Batters, Boisvenu, Dagenais, Fraser, Jaffer, Joyal, P.C., McIntyre, Plett, Runciman and White (11).

In attendance: Lyne Casavant and Christine Morris, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, June 11, 2013, the committee continued its consideration of Bill C-51, an Act to amend the Witness Protection Program Act and to make a consequential amendment to another Act. (For complete text of the order of reference, see proceedings of the committee, Issue No. 40.)

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-51, an Act to amend the Witness Protection Program Act and to make a consequential amendment to another Act.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clause 2 carry.

The Honourable Senator Joyal, P.C., moved:

That the brief submitted from the Government of Ontario pertaining to Bill C-51 be appended to the Minutes of the Proceedings (appendix number: 1120-04-02-4.1/L1-C-51, 41, "1'').

The question being put on the motion, it was adopted.

At 8:46 a.m., the committee adjourned to the call of the chair.
