The Standing Senate Committee on Official Languages met this day in room 9, Victoria Building, at 4:30 p.m., the chair, the Honourable Maria Chaput, presiding.

Members of the committee present: The Honourable Senators Champagne, P.C., Chaput, Demers, Fortin-Duplessis, Jaffer, McIntyre, Mockler, Robichaud, P.C., and Tardif (9).

In attendance: Marie-Ève Hudon, Analyst, Parliamentary Information and Research Service, Library of Parliament; Brigitte Lemay, Communications Officer, Senate Communications Directorate.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, June 11, 2013, the committee began its consideration of Bill C-419, An Act respecting language skills.

WITNESSES:

Office of the Commissioner of Official Languages:

Graham Fraser, Commissioner of Official Languages;

Sylvain Giguère, Assistant Commissioner, Policy and Communications Branch;

Ghislaine Charlebois, Assistant Commissioner, Compliance Assurance Branch;

Johane Tremblay, Director and General Counsel, Legal Affairs Branch.

Alexandrine Latendresse, Member of Parliament for Louis-Saint-Laurent, sponsor of the bill.

Mr. Fraser made a presentation and, along with Mr. Giguère, Ms. Charlebois and Ms. Tremblay, answered questions.

At 5 p.m., the committee suspended.

At 5:03 p.m., the committee resumed.

Ms. Latendresse made a presentation and answered questions.

At 5:25 p.m., the committee suspended.

At 5:30 p.m., the committee resumed.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-419, An Act respecting language skills.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

It was agreed that clause 2 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the chair report the bill to the Senate.

At 5:32 p.m., the committee adjourned to the call of the chair.
