The Standing Senate Committee on Social Affairs, Science and Technology met this day, at 10:29 a.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Dyck, Eaton, Eggleton, P.C., Hubley, Jaffer, Martin, Merchant, Ogilvie, Seidman, Seth, Tannas and Verner, P.C. (12)

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, April 25, 2013, the committee continued its study on Bill C-43, An Act to amend the Immigration and Refugee Protection Act. (For complete text of the order of reference, see proceedings of the committee, Issue No. 38.)

The chair made a statement.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-43, An Act to amend the Immigration and Refugee Protection Act.

Debate.

With leave, it was agreed that the committee group clauses excluding those for which proposed amendments have been distributed to the committee.

It was agreed that title stand postponed.

It was agreed that the short title in clause 1 stand postponed.

It was agreed that clauses 2 through 4 carry.

The chair asked whether clause 5 shall carry.

The Honourable Senator Eggleton, P.C., moved that Bill C-43, in clause 5, be amended by deleting in line 14 ``must answer truthfully all'' and substitution in line 14 `` answer truthfully reasonably required''.

After debate, the question being put on the motion, it was negatived on the following vote:

It was agreed that clause 5 carry, on division.

The chair asked whether clause 8 shall carry.

The Honourable Senator Eggleton, P.C., moved 5 that Bill C-43, in clause 8, be amended by adding after line 2 on page 3 the following: (4) The Minister must, within 30 days of making a declaration under subsection (1) that a foreign national may not become a temporary resident, table in each House of Parliament a report on the reasons for the declaration.

After debate, it was agreed that the results from the previous vote be used, therefore the question being put on the motion, it was negatived on the following vote:

The Honourable Senator Eggleton, P.C., moved that clauses 9 and 10 of the bill be deleted.

After debate, it was agreed that the results from the first vote be used, therefore the question being put on the motion, it was negatived on the following vote:

The Honourable Senator Eggleton, P.C. moved 3 that Bill C-43, in clause 16, be amended by adding in line 8 the following: ``knowingly.''

After debate, it was agreed that the results from the first vote be used, therefore the question being put on the motion, it was negatived on the following vote:

The Honourable Eggleton, P.C., moved that clause 24 of the bill be deleted.

After debate, the question being put on the motion, it was negatived on the following vote:

The chair asked whether clause 32 shall carry.

The Honourable Senator Eggleton, P.C., moved 6 that Bill C-43, in clause 32, be amended by replacing lines 34 to 36 on page 10 with the following: respect of a person charged with an offence before the day on which section 24 comes into force.

After debate, it was agreed that the results from the previous vote be used, therefore the question being put on the motion, it was negatived on the following vote:
