The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:15 p.m., in room 160- S, Centre Block, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Dawson, Demers, Fortin- Duplessis, Johnson, Oh, Smith, P.C. (Cobourg), Tannas and Verner, P.C. (10).

In attendance: Natalie Mychajlyszyn and André Léonard, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 5, 2013, the committee began its study on the subject-matter of those elements contained in Divisions 4 and 16 of Part 3 of Bill C-4, a second Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures.

Caitlin Imrie, Director General, Passport Program Transition Office;

Teny Dikranian, Senior Analyst, Passport Program Transition Office;

Maia Welbourne, Senior Director, Strategic Policy & Planning;

James McNamee, Director, Immigration Strategies & Analysis;

Jean-Pierre Lamarche, Director General, Passport Program Management and Strategic Initiatives.

Employment and Social Development Canada:

Campion Carruthers, Director, Temporary Foreign Workers Program.

The chair made an opening statement.

Ms. Imrie and Ms. Welbourne each made a statement and, together with Ms. Dikranian and Messrs. McNamee, Lamarche and Carruthers, answered questions.

At 5:25 p.m., the committee adjourned to the call of the chair.
