The Standing Senate Committee on Aboriginal Peoples met this day at 9:34 a.m., in room 160-S, Centre Block, the chair, the Honourable Dennis Glen Patterson, presiding.

Members of the committee present: The Honourable Senators Beyak, Cordy, Dyck, Greene, Lovelace Nicholas, Meredith, Ngo, Patterson, Raine, Sibbeston and Wallace (11).

Other senator present: The Honourable Senator Watt (1).

In attendance: Shauna Troniak and Martha Butler, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, February 12, 2014, the committee began its consideration of Bill C-16, An Act to give effect to the Governance Agreement with Sioux Valley Dakota Nation and to make consequential amendments to other Acts.

WITNESSES:

Sioux Valley Dakota Nation:

Vincent Tacan, Chief;

Bruce Slusar, Tribal Attorney.

Aboriginal Affairs and Northern Development Canada:

Stephen Peltz, Senior Negotiator, Negotiations — Central;

Blake McLaughlin, Senior Director, Negotiations — Central.

Department of Justice Canada:

Lee Webber, Legal Counsel, Aboriginal Affairs and Northern Development Canada Legal Services.

Mr. Tacan and Mr. Slusar each made a statement.

Mr. McLaughlin made a statement and, together with Mr. Webber, Mr. Tacan, Mr. Slusar and Mr. Peltz, answered questions.

At 11:33 a.m., it was agreed that the committee adjourn to the call of the chair.
