The Standing Senate Committee on Aboriginal Peoples met this day at 2:07 p.m., in Scandia Rooms 2&3, at the Valhalla Inn Hotel, the chair, the Honourable Dennis Glen Patterson, presiding.

Members of the committee present: The Honourable Senators Dyck, Lovelace Nicholas, Moore, Patterson, Raine, Sibbeston and Tannas (7).

In attendance: Julie Cool and Martha Butler, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, February 25, 2014, the committee continued its consideration of the challenges and potential solutions relating to First Nations infrastructure on reserves. (For complete text of the order of reference, see proceedings of the committee, Issue No. 4.)

WITNESSES:

Bryan Poulin, Associate Professor, Lakehead University.

Wasagamack First Nation:

Alex McDougall, Chief.

Attawapiskat First Nation:

Theresa Spence, Chief;

Katherine Hensel, Counsel;

Monique Sutherland, Housing Manager;

Wayne Turner, Executive Director.

Kasabonika Lake First Nation:

Mike Morris, Councillor.

Muskrat Dam First Nation:

Gordon Beardy, Chief.

Nishnawbe Aski First Nation:

Les Louttit, Deputy Grand Chief;

Charmaine McCraw, Economic and Resource Development Unit Manager.

Mr. Poulin and Mr. McDougall each made a statement and, together, answered questions.

It was agreed that the English-only brief of Wasagamack First Nation be distributed to all the committee members.

At 3:14 p.m., the committee suspended.

At 3:20 p.m., the committee resumed.

Ms. Spence, Mr. Morris and Mr. Beardy each made a statement and, together with Ms. Hensel, Ms. Sutherland and Mr. Turner, answered questions.

At 5:35 p.m., the committee suspended.

At 5:36 p.m., the committee resumed.

Mr. Louttit made a statement and, together with Ms. McCraw, answered questions.

At 6:52 p.m., it was agreed that the committee adjourn to the call of the chair.
