The Standing Senate Committee on Human Rights met this day in camera at 5:05 p.m. in room 257, East Block, the chair, the Honourable Mobina S. B. Jaffer, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Eggleton, P.C., Hubley, Jaffer, Meredith, Ngo, Seidman and Unger (9).

In attendance: Julia Nicol and Shauna Troniak, Analysts, Parliamentary Information and Research Service, Library of Parliament; Ceri Au, Communications Officer.

It was agreed that senators' staff be allowed to stay in the room.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 19, 2013, the committee began its study on issues pertaining to the human rights of First Nations band members who reside off-reserve, with an emphasis on the current federal policy framework.

Pursuant to rule 12-16(1)(d), the committee proceeded to consider a draft report.

It was agreed that the draft report be adopted, as revised, and that the Subcommittee on Agenda and Procedure be authorized to make necessary editorial revisions and approve the final text before tabling in the Senate.

At 5:22 p.m., pursuant to the order of reference adopted by the Senate on Tuesday, November 19, 2013, the committee began its study on issues of discrimination in the hiring and promotion practices of the Federal Public Service, to study the extent to which targets to achieve employment equity are being met, and to examine labour market outcomes for minority groups in the private sector.

Pursuant to rule 12-16(1)(d), the committee proceeded to consider a draft report.

It was agreed that the draft report be adopted, and that the Subcommittee on Agenda and Procedure be authorized to make necessary editorial revisions and approve the final text before tabling in the Senate.

At 5:50 p.m., pursuant to rule 12-16(1)(d), the committee proceeded to consider a draft agenda.

At 6:26 p.m., the committee adjourned to the call of the chair.
