The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:27 a.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Chaput, Cordy, Eggleton, P.C., Enverga, Merchant, Ogilvie, Seidman, Seth and Stewart Olsen (9).

In attendance: Sonya Norris and Sandra Elgersma, Analysts, Parliamentary Information and Research Service.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, October 30, 2014, the committee continued its study of the subject matter of those elements contained in Divisions 5, 7, 17, 20, and 24 of Part 4 of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures.

Citizenship and Immigration Canada:

Mark Davidson, Director General, International and Intergovernmental Relations.

Finance Canada:

Daniel MacDonald, Chief, CHT/CST and Northern Policy, Federal-Provincial Relations Division.

The chair made a statement.

Ms. Chen and Ms. Dench each made a statement and, together, answered questions.

At 11:23 a.m., the committee suspended.

At 11:27 a.m., the committee resumed.

Mr. Davidson made a statement and, together with Mr. MacDonald, answered questions.

At 12:03 p.m., the committee adjourned to the call of the chair.
