The Standing Senate Committee on Foreign Affairs and International Trade met this day at 10:32 a.m., in room C128, Senate of Canada Building, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Boehm, Bovey, Coyle, Dawson, Dean, Greene, Housakos, Massicotte and Ngo (11).

In attendance: Billy Joe Siekierski and Allison Goody, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, April 4, 2019, the committee continued its consideration of Bill C-85, An Act to amend the Canada-Israel Free Trade Agreement Implementation Act and to make related amendments to other Acts. (For complete text of the order of reference, see proceedings of the committee, Issue No. 61.)

The chair made a statement.

Mr. Lynk, Mr. Neve and Ms. AvMatt made statements and answered questions.

At 11:09 a.m., the committee suspended.

At 11:12 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft report.

Pursuant to the order of reference adopted by the Senate on Wednesday, January 27, 2016, the committee continued its study on foreign relations and international trade generally. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

It was agreed:

That senator's staff be permitted to remain in the room during the in camera portions of the meeting; and

That the committee allow the transcription of the in camera portions of today's meeting, that one copy be kept with the clerk of the committee for consultation by committee members present or by the committee analysts; and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

After debate, it was agreed:

That the draft report be adopted and that the Subcommittee on Agenda and Procedure be authorized to approve the final version of the report, taking into account today's discussions with any necessary editorial, grammatical or translation changes required and that the Subcommittee on Agenda and Procedure be empowered to make decisions on behalf of the committee to publicize the report with the support of the Senate Communications, including determining the appropriate timing for the tabling of the report.

At 11:35 a.m., the committee suspended.

At 11:36 a.m., the committee resumed in public.
