The Standing Senate Committee on Agriculture and Forestry met this day at 5:40 p.m., in room 9, Victoria Building, the chair, the Honourable Diane F. Griffin, presiding.

Members of the committee present: The Honourable Senators Ataullahjan, Black (Ontario), Dagenais, Doyle, Gagné, Griffin, Maltais, Petitclerc and Woo (9).

In attendance: Aïcha Coulibaly, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, April 24, 2018, the committee continued its consideration of the subject matter of those elements contained in Part 5, insofar as that Part relates to farming of Bill C-74, An Act to implement certain provisions of the budget tabled in Parliament on February 27, 2018 and other measures. (For complete text of the order of reference, see proceedings of the committee, Issue No. 50.)

WITNESSES:

Union des producteurs agricoles (UPA):

Paul Doyon, 2nd Vice President General, General Management;

Laure Vinsant Le Lous, Economic and Trade Coordinator, Agricultural Research and Policy Department.

Alberta Federation of Agriculture:

Lynn Jacobson, President.

Newfoundland and Labrador Federation of Agriculture:

Mervin Wiseman, President;

Paul Connors, Executive Director.

Dairy Farmers of Canada:

Ron Maynard, Member of Board of Directors;

Karen Clark, On-Farm Program Manager and Sustainability Advisor.

Canada's Ecofiscal Commission:

Dale Beugin, Executive Director.

The chair made a statement.

Mr. Jacobson, Mr. Doyon and Ms. Vinsant Le Lous made statements and answered questions.

The chair asked whether it was agreed:

That, pursuant to rule 12-17, the chair be authorized to hold meetings, to receive and authorize the publication of the evidence when a quorum is not present, provided that a member of the committee from both the opposition and the Independent Senators Group be present.

The question being put on the motion, it was adopted.

At 6:05 p.m., the committee suspended.

At 6:53 p.m., the committee resumed.

Mr. Wiseman and Mr. Maynard made statements and, together with Mr. Connors and Ms. Clark, answered questions.

At 7:51 p.m., the committee suspended.

At 7:55 p.m., the committee resumed.

Mr. Beugin made a statement and answered questions.

At 8:16 p.m., the committee adjourned to the call of the chair.
