The Standing Committee on Internal Economy, Budgets and Administration met this day at 8:02 a.m., in room 160- S, Centre Block, the chair, the Honourable Leo Housakos, presiding.

Members of the committee present: The Honourable Senators Batters, Campbell, Cordy, Downe, Housakos, Lang, Manning, Marshall, Munson, Smith (Saurel), Tannas, Tkachuk and Wells (13).

Other senator present: The Honourable Senator McCoy (1).

Also in attendance: Nicole Proulx, Chief Corporate Services Officer and Clerk of the Standing Committee on Internal Economy, Budgets and Administration; Charles Robert, Clerk of the Senate and Chief Legislative Officer; Michel Patrice, Law Clerk and Parliamentary Counsel and Chief, Parliamentary Precinct Services; Pascale Legault, Chief Financial Officer; Ruben Hyppolite, Manager of Procurement and other senior Senate officials.

Also present: The official reporters of the Senate.

CIBA/2016-02-25/042(P) — Addition to the In Public Agenda

The chair indicated that he would be adding the establishment of an Advisory Working Group on the Review of Human Resources to the in public agenda under item 2, Reestablishment of the Subcommittees.

CIBA/2016-02-25/043(P)|211| — Adoption of Minutes of Proceedings

The committee considered the minutes of proceedings of February 18, 2016, in public portion.

It was moved by Senator Tkachuk that the minutes of proceedings of February 18, 2016, in public portion, be adopted.

The question being put on the motion, it was adopted.

CIBA/2016-02-25/044(P)|233| — Reestablishment of the Subcommittees

The chair indicated that the number of subcommittees, their mandates and memberships continue to be under review. He indicated that a proposal regarding the reorganization of the subcommittee structure will be sent to each committee member by email, by the end of next week. He asked committee members to please respond via email, indicating agreement or disagreement with the proposed slate of subcommittees. Steering will then work with leadership to finalize the composition of the subcommittees, with a view to formalizing the subcommittees at the next CIBA meeting.

CIBA/2016-02-25/045(P)|293| — Establishment of the Advisory Working Group on the Review of Human Resources

The chair reminded the committee that as part of the HR Modernization exercise, a consulting firm was contracted to undertake an HR Assessment across the Senate in order to identify opportunities for modernizing and strengthening HR. The firm has nearly completed their report, which means it would now be appropriate to establish an Advisory Working Group on the Review of Human Resources to review the report and its findings, complete an in-depth analysis regarding next steps and report back to CIBA with recommendations. The members of the working group will also participate in the interviews and hiring process for the new Director of Human Resources.

After debate, it was moved by Senator Cordy that the Advisory Working Group on the Review of Human Resources be established, and that the following five (5) senators be named as members: Senator Tannas (Chair), Senator Massicotte (Deputy Chair), Senator Tkachuk, Senator Enverga and Senator Campbell.

The question being put on the motion, it was adopted.

At 8:09 a.m., the committee continued in camera.

At 8:55 a.m., the committee suspended.

At 9:15 a.m., the committee continued in camera.

At 10:16 a.m., the committee adjourned to the call of the chair.
