The Standing Senate Committee on Legal and Constitutional Affairs met this day at 10:35 a.m., in room 257, East Block, the chair, the Honourable Serge Joyal, P.C., presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Boniface, Carignan, P.C., Dupuis, Eaton, Gold, Joyal, P.C., McIntyre, Pratte and Sinclair (11).

Other senator present: The Honourable Senator Pate (1)

Pursuant to the order of reference adopted by the Senate on Thursday, February 15, 2018, the committee continued its examination of the subject matter of those elements contained in Parts 1, 2, 8, 9 and 14 of Bill C-45, An Act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other Acts. (For complete text of the order of reference, see proceedings of the committee, Issue No. 38.)

WITNESS:

John Dickie, President.

The chair made a statement.

Mr. Dickie made a statement and answered questions.

At 11:20 a.m., the committee suspended.

At 11:25 a.m., the committee resumed.

The chair made a statement.

The Honourable Senator Batters moved that the committee stay in public.

After debate, the question being put on the motion, it was negatived by a show of hands.

Accordingly, at 11:34 a.m., pursuant to rule 12-16(1)(d), the committee continued in camera to discuss a draft agenda.

It was agreed that senators' staff be permitted to remain in the room during the in camera portion of the meeting.

It was agreed that the committee allow the transcription of today's in camera meeting, that one copy be kept in the office of the clerk of the committee for consultation by committee members (present) and that by committee analysts, and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure but no later than at the end of the this parliamentary session.

The committee provided drafting instructions for a report.

At 12:40 p.m., the committee adjourned to the call of the chair.
