The Special Senate Committee on Senate Modernization met in camera this day at 2:30 p.m., in room 160-S, Centre Block, the chair, the Honourable Thomas Johnson McInnis, presiding.

Members of the committee present: The Honourable Senators Bellemare, Cools, Eggleton, P.C., Frum, Greene, Joyal, P.C., Massicotte, McCoy, McInnis, McIntyre, Stewart Olsen, Tannas and Tardif (13).

Other senator present: The Honourable Senator Pratte (1).

In attendance: Sebastian Spano, Analyst, Parliamentary Information and Research Services, Library of Parliament; Silvina Danesi, Procedural Clerk, Committees Directorate, Senate of Canada.

Pursuant to the order of reference adopted by the Senate on Friday, December 11, 2015, the committee continued its consideration of methods to make the Senate more effective within the current constitutional framework. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

Pursuant to rule 12-16(1)(d), the committee considered a draft agenda.

It was agreed that the document entitled "Electing the Speaker of the Senate: Some Preliminary Thoughts'' from Don Desserud be classified as a brief and circulated to the committee members.

At 5:22 p.m., the committee adjourned to the call of the chair.
