The Standing Committee on Rules, Procedures and the Rights of Parliament met this day at 9:34 a.m., in room 257, East Block, the chair, the Honourable Leo Housakos, presiding.

Members of the committee present: The Honourable Senators Batters, Dalphond, Housakos, Joyal, P.C., Maltais, Marwah, Seidman, Sinclair, Wells and Woo (10).

In attendance: David Groves and Laurence Brosseau, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to rule 12-7(2)(c), the committee considered the orders and practices of the Senate and the privileges of Parliament.

WITNESS:

Evan Fox-Decent, Professor, Faculty of Law, McGill University.

Mr. Fox-Decent made a statement and answered questions.
