The Standing Committee on Rules, Procedures and the Rights of Parliament met this day at 10:01 a.m., in room B45, Senate of Canada Building, the chair, the Honourable Leo Housakos, presiding.

Members of the committee present: The Honourable Senators Batters, Dalphond, Greene, Housakos, Joyal, P.C., McCoy, Poirier, Ringuette, Seidman and Wells (10).

Other senator present: The Honourable Senator Massicotte (1).

In attendance: Laurence Brosseau and Isabelle Brideau, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 27, 2018, the committee began its study to develop and propose a mission and purpose statement for the Senate; and review the totality of its procedural rules as embodied in the Rules of the Senate and revise them so that they incorporate the multiple roles of the modern Senate.

WITNESSES:

It was agreed:

That the document entitled "A Senate for the 21st Century'' presented by the Honourable Senator McCoy, be filed as an exhibit (Exhibit 1120-04-02-1.42/RPRD-SS-10, 17 "1'').

At 10:56 a.m., the committee adjourned to the call of the chair.
