The Standing Senate Committee on National Security and Defence met this day at 1 p.m., in room 2, Victoria Building, the chair, the Honourable Daniel Lang, presiding.

Members of the committee present: The Honourable Senators Beyak, Carignan, P.C., Dagenais, Jaffer, Kenny and Lang (6).

Other senators present: The Honourable Senators Lankin, P.C., and Pratte (2).

In attendance: Katherine Simonds and Holly Porteous, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, January 26, 2016, the committee continued its study on Canada's national security and defence policies, practices, circumstances and capabilities. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

Canadian Space Agency:

Sylvain Laporte, President;

Luc Brûlé, Vice-President;

Éric Laliberté, Director General, Space Utilization;

Eric Veilleux, Manager, Planning and Management Financial Resources.

The chair made a statement.

Mr. Laporte made a statement and, together with Mr. Brûlé, Mr. Laliberté and Mr. Veilleux, answered questions.

At 2:03 p.m., the committee suspended.

At 2:10 p.m., the committee resumed on the topic of Harassment in the RCMP.

Linda Davidson;

Janet Merlo.

Ms. Benson-Podolchuk made a statement and, together with Ms. Davidson and Ms. Merlo, answered questions.

At 3:18 p.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on Thursday, April 21, 2016, the committee continued its study on issues related to the Defence Policy Review presently being undertaken by the government. Brigadier-General Rob Roy MacKenzie, Chief of Staff, Army Reserve.

At 4:08 p.m., the committee suspended.

At 4:09 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda (future business).

At 5:30 p.m., the committee adjourned to the call of the chair.
