The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:30 a.m., in room 2, Victoria Building, the chair, the Honourable Art Eggleton, P.C., presiding.

Members of the committee present: The Honourable Senators Bernard, Eggleton, P.C., Griffin, Mockler, Omidvar, Petitclerc and Seidman (7).

In attendance: Shaila Anwar, Acting Deputy Principal Clerk, Senate Committees Directorate; Sonya Norris and Havi Echenberg, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, December 14, 2017, the committee continued its study on issues relating to social affairs, science and technology generally. (For complete text of the order of reference, see proceedings of the committee, Issue No. 35.)

TOPIC: Study on the creation of a Social Finance Fund

WITNESSES:

New Market Funds:

Derek Ballantyne, Managing Partner.

Vancity:

Christine Bergeron, Executive Lead, Member Experience and Community Engagement (by video conference).

Philanthropic Foundations Canada:

Hilary Pearson, President.

Social Enterprise Fund:

Jane Bisbee, Executive Director.

MaRS Centre for Impact Investing:

Duncan Farthing-Nichol, Manager, Research and Advisory.

The chair made a statement.

Mr. Ballantyne, Ms. Bergeron, Ms. Pearson, Ms. Brisbee and Mr. Farthing-Nichol each made a statement and answered questions.

At 12:02 p.m., the committee suspended.

At 12:03 p.m., pursuant to rule 12-16(1)d), the commitee resumed in camera to consider a draft report.

It was agreed that senators' staff be permitted to remain in the room for the in camera portion of the meeting.

It was agreed to permit the recording and transcription of the in camera portion of the meeting, that one copy of the transcript be kept with the clerk for consultation purposes, and that the copy be destroyed at the end of the current parliamentary session.

The committee provided drafting instructions to the analysts.

At 12:22 p.m., the committee adjourned to the call of the chair.
