The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:30 a.m., in room 2, Victoria Building, the chair, the Honourable Art Eggleton, P.C., presiding.

Members of the committee present: The Honourable Senators Dean, Eggleton, P.C., Galvez, Manning, Mégie, Munson, Omidvar, Petitclerc, Poirier, Raine and Seidman (11).

In attendance: Victor Senna and Mireille Aubé, Procedural Clerks, Senate Committees Directorate; Sonya Norris and Marlisa Tiedemann, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, March 22, 2018, the committee continued its examination of Bill C-45, An Act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other Acts.

Bill Karsten, First Vice President, Councillor, City of Halifax;

Alana Lavoie, Manager of Policy and Research.

Ville de Montréal:

Peggy Bachman, Director, Office of Government and Municipal Relations (by video conference);

Marie-Pierre Rouette, Member, Government Relations (by video conference).

City of Waterloo:

Shayne Turner, Director, By-Law Enforcement.

City of Richmond:

Chak Kwong Au, Councillor.

City of Calgary:

Matt Zabloski, Business Strategist, Calgary Community Standards.

The chair made a statement.

Mr. Karsten, Ms. Bachman, Mr. Turner, Mr. Au and Mr. Zabloski each made a statement and, together with Ms. Lavoie, answered questions.

At 12:29 p.m., the committee adjourned to the call of the chair.
