The Standing Senate Committee on Transport and Communications met this day at 9:30 a.m., in room 2, Victoria Building, the chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Cormier, Dawson, Gagné, Galvez, Griffin, MacDonald, Manning, Plett and Tkachuk (10).

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 20, 2018, the committee began its examination on how the three federal communications statutes (the Telecommunications Act, the Broadcasting Act, and the Radiocommunication Act) can be modernized to account for the evolution of the broadcasting and telecommunications sectors in the last decades.

WITNESSES:

As individuals:

Michael A. Geist, Canada Research Chair in Internet and E-commerce Law, Faculty of Law, Common Law Section, University of Ottawa;

Dwayne Winseck, Professor, School of Journalism and Communication, Carleton University and Director of the Canadian Media Concentration Research Project.

The chair made a statement.

It was agreed that the opening statements in English be distributed.

Mr. Winseck made a statement and answered questions.

Mr. Geist made a statement and answered questions.

At 10:58 a.m., the committee suspended.

At 11:01 a.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda (future business).

It was moved:

That the Minister of Transport be invited to appear to discuss the Trans Mountain Pipeline.

After debate, the question being put on the motion, it was adopted.

At 11:40 a.m., the committee adjourned to the call of the chair.
