The Standing Senate Committee on Transport and Communications met this day at 9:02 a.m., in room W110, 1 Wellington St., the chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Cormier, Dasko, Dawson, Gagné, Galvez, MacDonald, Manning, Miville-Dechêne, Plett, Simons and Tkachuk (12).

Other senators present: The Honourable Senators Jaffer and McCoy (2).

In attendance: Jed Chong and Zackery Shaver, Analysts, Parliamentary Information and Research Services, Library of Parliament; Ben Silverman, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, December 11, 2018, the committee continued its examination of Bill C-48, An Act respecting the regulation of vessels that transport crude oil or persistent oil to or from ports or marine installations located along British Columbia's north coast. (For complete text of the order of reference, see proceedings of the committee, Issue No. 46.)

Environment and Climate Change Canada:

Kevin J. Cash, Director General, Water Science and Technology;

Carl Brown, Manager, Water Science and Technology.

Fisheries and Oceans Canada:

Julie Gascon, Director General, Operations, Canadian Coast Guard;

Brian Wootton, Regional Director, Programs, Canadian Coast Guard, Pacific Region;

Carmel Lowe, Regional Director, Science, Pacific Region.

Natural Resources Canada:

Heather D. Dettman, Research Scientist (by video conference).

The chair made a statement.

Mr. Alsop and Ms. Slett made statements and answered questions.

At 10:40 a.m., the committee suspended.

At 10:43 a.m., the committee resumed.

Ms. Dettman, Mr. Brown and Ms. Gascon made statements and, together with Mr. Cash and Mr. Wootton, answered questions.

At 11:31 a.m., the committee adjourned to the call of the chair.
