The Standing Senate Committee on Transport and Communications met this day at 6:45 p.m., in room W110, 1 Wellington St., the chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Boisvenu, Busson, Cormier, Dasko, Gagné, Manning, Miville-Dechêne, Plett, Seidman and Tkachuk (10).

Other senators present: The Honourable Senators Dalphond and McCoy (2).

In attendance: Jed Chong and Zackery Shaver, Analysts, Parliamentary Information and Research Services, Library of Parliament; Ben Silverman, Communications Officer, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, December 11, 2018, the committee continued its examination of Bill C-48, An Act respecting the regulation of vessels that transport crude oil or persistent oil to or from ports or marine installations located along British Columbia's north coast. (For complete text of the order of reference, see proceedings of the committee, Issue No. 46.)

WITNESSES:

Steven Schumann, Director, Canadian Government Affairs;

Patrick Campbell, International Representative.

Eagle Spirit Chiefs Council Group:

Kenneth Brown, Spokesperson.

The chair made a statement.

Mr. Henry and Mr. Campbell made statements and, together with Mr. Schumann, answered questions.

At 7:46 p.m., the committee suspended.

At 7:50 p.m., the committee resumed.

Mr. Helin and Mr. Brown made statements and answered questions.

At 8:53 p.m., the committee suspended.

At 8:54 p.m., the committee, pursuant to rule pursuant to rule 12-16(1), resumed in camera to consider a draft agenda (future business).

At 9:01 p.m., the committee adjourned to the call of the chair.
