The Standing Committee on Internal Economy, Budgets and Administration met this day at 9:01 a.m., in room C128, Senate of Canada Building, for the purpose of holding its organization meeting, pursuant to rule 12-13.

Members of the committee present: The Honourable Senators Campbell, Dean, Gold, P.C., Marwah, Martin, Munson, Seidman and Tannas (8).

In attendance: Pascale Legault, Chief Corporate Services Officer and Clerk of the Standing Committee on Internal Economy, Budgets and Administration.

Also present: The official reporters of the Senate.

The clerk of the committee presided over the election of the chair.

CIBA/2020-11-17/054(P) — Election of Chair

The Honourable Senator Campbell moved:

That the Honourable Senator Marwah do take the chair of this committee.

The question being put on the motion, it was adopted.

The Chair made a statement.

CIBA/2020-11-17/055(P) — Election of Deputy Chair

The Honourable Senator Seidman moved:

That the Honourable Senator Marshall be deputy chair of this committee.

The question being put on the motion, it was adopted.

CIBA/2020-11-17/056(P) — Election of Deputy Chair

The Honourable Senator Munson moved:

That the Honourable Senator Tannas be deputy chair of this committee.

The question being put on the motion, it was adopted.

CIBA/2020-11-17/057(P) — Election of Deputy Chair

The Honourable Senator Tannas moved:

That the Honourable Senator Munson be deputy chair of this committee.

The question being put on the motion, it was adopted.

CIBA/2020-11-17/058(P) — Subcommittee on Agenda and Procedure

The Honourable Senator Dean moved:

That the Subcommittee on Agenda and Procedure be composed of the chair and the three deputy chairs;

That the subcommittee be empowered to make decisions on behalf of the committee with respect to its agenda, to invite witnesses, and to schedule hearings; and

That if the committee is unable to meet, the subcommittee be authorized to deal with and resolve immediate administrative matters, and to report its decisions at the first meeting thereafter.

The question being put on the motion, it was adopted.

CIBA/2020-11-17/059(P) — Publication of Committee's Proceedings

The Honourable Senator Munson moved:

That the committee publish its proceedings.

The question being put on the motion, it was adopted.

CIBA/2020-11-17/060(P) — Authority to commit funds and certify accounts

The Honourable Senator Campbell moved:

That, pursuant to section 7, chapter 3:05 of the Senate Administrative Rules, authority to commit funds be conferred individually on the chair, the deputy chairs, and the clerk of the committee;

That, pursuant to section 8, chapter 3:05 of the Senate Administrative Rules, authority for certifying accounts payable by the committee be conferred individually on the chair, the deputy chairs, and the clerk of the committee; and

That, notwithstanding the foregoing, in cases related to consultants and personnel services, the authority to commit funds and certify accounts be conferred jointly on the chair and deputy chairs.

The Honourable Senator Tannas moved:

That the Subcommittee on Agenda and Procedure request coverage by electronic media of the committee's public proceedings with the least possible disruption of its proceedings

The question being put on the motion, it was adopted.

CIBA/2020-11-17/062(P) — Transcripts for in camera proceedings

The Honourable Senator Seidman moved:

That the committee request the transcription of the in camera portion of meetings and that a confidential copy be kept with the clerk of the committee.

The question being put on the motion, it was adopted.

At 9:06 a.m., the committee adjourned to the call of the chair.
