Pursuant to the order of the Senate of March 30, 2021, the Standing Senate Committee on National Security and Defence met this day by videoconference at 2:01 p.m. [ET], the chair, the Honourable Gwen Boniface, presiding. This meeting is considered to have taken place in the parliamentary precinct.

Members of the committee present by videoconference: The Honourable Senators Boisvenu, Boniface, Busson, Cotter, Dagenais, Dalphond, Duffy, Martin, McPhedran, Oh and Simons (11).

Other senator present by videoconference: The Honourable Senator Moodie (1).

Participating in the meeting: Mark Palmer and Evelyne Côté, Procedural Clerks, Shaila Anwar and Marie-Ève Belzile, Principal Clerks and Natacha Umugwaneza, Administrative Assistant, Committees Directorate; Ariel Shapiro and Anne Marie Therrien-Tremblay Analysts, Parliamentary Information and Research Services, Library of Parliament; Hélène Lachance, Communications Officer, Senate Communications Directorate.

Also present: The official stenographers of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 30, 2021, the committee began its study on matters relating to national security and defence generally, including veterans affairs, as stated in rule 12-7(15).

WITNESS (by videoconference):

Department of National Defence and the Canadian Armed Forces:

Lieutenant-General Wayne Eyre, Acting Chief of the Defence Staff.

The chair made a statement.

LGen. Eyre made a statement and answered questions.

At 3:25 p.m., the committee suspended.

At 3:31 p.m., pursuant to rule 12-16(1)(d), the committee resumed in camera to consider a draft agenda (future business).

It was agreed that the committee allow the transcription of today’s in camera portion of the meeting, that one copy be kept with the clerk of the committee for consultation by committee members present or by the committee analysts; and that the transcript be destroyed by the clerk when authorized to do so by the Subcommittee on Agenda and Procedure, but no later than at the end of this parliamentary session.

At 3:57 p.m., the committee adjourned to the call of the chair.
