The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:30 a.m., in room 2, Victoria Building, the chair, the Honourable Kelvin Kenneth Ogilvie, presiding.

Members of the committee present: The Honourable Senators Eggleton, P.C., Fraser, Frum, Marshall, Nancy Ruth, Neufeld, Ogilvie, Raine, Seidman and Stewart Olsen (10).

Other senator present: The Honourable Senator Dean (1).

In attendance: Sonya Norris, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Monday, December 5, 2016, the committee continued its study on Bill C-26, An Act to amend the Canada Pension Plan, the Canada Pension Plan Investment Board Act and the Income Tax Act.

WITNESSES:

Herb John, President.

C.D. Howe Institute:

        Alexandre Laurin, Director of Research.

The chair made a statement.

Mr. Laurin and Mr. John each made a statement and answered questions.

At 11:13 a.m., the Honourable Senator Marshall replaced the Honourable Senator Seidman as a member of the committee.

At 11:24 a.m., the committee suspended.

At 11:27 a.m., the committee resumed.

The chair made a statement.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-26, An Act to amend the Canada Pension Plan, the Canada Pension Plan Investment Board Act and the Income Tax Act.

It was agreed that the title stand postponed.

It was agreed that the remaining clauses be considered in groups of 10.

It was agreed that clauses 1 — 10 carry, on division.

It was agreed that clauses 11 — 20 carry, on division.

It was agreed that clauses 21 — 30 carry, on division.

It was agreed that clauses 31 — 40 carry, on division.

It was agreed that clauses 41 — 50 carry, on division.

It was agreed that clauses 51 — 60 carry, on division.

It was agreed that clauses 61 — 69 carry, on division.

It was agreed that the schedule carry, on division.

It was agreed that the title carry.

It was agreed that the bill carry, on division.

It was agreed to append observations to the report.

After debate, it was agreed that the draft observations be adopted and appended to the report.

It was agreed that the chair report the bill, with observations, to the Senate.

At 11:36 a.m., the committee adjourned to the call of the chair.
