The Standing Senate Committee on Aboriginal Peoples met this day at 6:45 p.m., in room C128, Senate of Canada Building, the chair, the Honourable Lillian Eva Dyck, presiding.

Members of the committee present: The Honourable Senators Christmas, Coyle, Doyle, Dyck, Griffin, LaBoucane- Benson, Lovelace Nicholas, Martin, McCallum, McPhedran, Pate and Tannas (12).

In attendance: Brittany Collier and Marlisa Tiedemann, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 19, 2019, the committee continued its examination of the subject matter of Bill C-92, An Act respecting First Nations, Inuit and Métis children, youth and families.

WITNESSES:

Congress of Aboriginal Peoples:

Robert Bertrand, National Chief;

Lisa Cooper, Chief, Native Council of PEI and CAP Board Member.

National Association of Friendship Centres:

Jocelyn Formsma, Executive Director.

Assembly of Manitoba Chiefs:

Arlen Dumas, Grand Chief.

Association of Iroquois and Allied Indians:

Joel Abram, Grand Chief (by video conference).

Federation of Sovereign Indigenous Nations:

David Pratt, Vice Chief;

Raymond Shingoose, Director of Yorkton Tribal Council Child and Family Services;

Kyle Prettyshield, Health and Social Director.

The chair made a statement.

Mr. Bertrand and Ms. Formsma each made a statement and, together with Ms. Cooper, answered questions.

At 7:52 p.m., the committee suspended.

At 7:59 p.m., the committee resumed.

Mr. Dumas, Mr. Abram and Mr. Pratt each made a statement and, together with Mr. Shingoose and Mr. Prettyshield, answered questions.

At 9:08 p.m., the committee adjourned to the call of the chair.
