The Standing Senate Committee on Aboriginal Peoples met this day at 9:35 a.m., in room 160-S, Centre Block, the deputy chair, the Honourable Dennis Glen Patterson, presiding.

Members of the committee present: The Honourable Senators Beyak, Enverga, Moore, Patterson, Raine and Sibbeston (6).

Other senators present: The Honourable Senators Dagenais and Watt (2).

In attendance: Brittany Collier and Alexandre Lavoie, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, February 18, 2016, the committee continued its study on best practices and on-going challenges relating to housing in First Nation and Inuit communities in Nunavut, Nunavik, Nunatsiavut and the Northwest Territories. (For the complete text of the order of reference, see proceedings of the committee, Issue No. 3.)

WITNESSES:

Northwest Territories Housing Corporation:

Jeff Anderson, President and CEO;

Revi Lau-a, Manager Strategic Planning Policy and Communications.

Department of Finance Canada:

Diane Lafleur, Assistant Deputy Minister, Federal-Provincial Relations and Social Policy Branch;

Roger Charland, Director, Federal-Provincial Relations Division, Federal-Provincial Relations and Social Policy Branch.

The chair made a statement.

Mr. Anderson made a statement and, together with Mr. Lau-a, answered questions.

At 10:41 a.m., the committee suspended.

At 10:48 a.m., the committee resumed.

Ms. Lafleur made a statement and, together with Mr. Charland, answered questions.

At 11:30 a.m., the committee adjourned to the call of the chair.
