The Standing Senate Committee on Social Affairs, Science and Technology met this day at 10:30 a.m., in room W110, 1 Wellington Street, the deputy chair, the Honourable Judith Seidman, presiding.

Members of the committee present: The Honourable Senators Boyer, Deacon (Ontario), Eaton, Kutcher, Munson, Oh, Omidvar, Ravalia, Seidman and Smith (10).

Other senator present: The Honourable Senator Dasko (1).

In attendance: Julian Walker and Laura Munn-Rivard, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 30, 2019, the committee continued its examination of Bill C-84, An Act to amend the Criminal Code (bestiality and animal fighting).

WITNESSES:

Canadian Centre for Child Protection:

Monique St. Germain, General Counsel (by video conference).

Animal Justice:

Camille Labchuk, Executive Director.

The deputy chair made a statement.

Ms. St. Germain and Ms. Labchuk made statements and answered questions.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-84, An Act to amend the Criminal Code (bestiality and animal fighting).

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that the title carry.

It was agreed that the Bill carry.

After debate, it was agreed that observations be appended to the committee's report on the bill.

After debate, it was agreed that the observations proposed by the Honourable Senator Deacon be appended to the report.

It was agreed that the deputy chair report Bill C-84 with observations to the Senate at the earliest opportunity.

At 11:30 a.m., the committee adjourned to the call of the chair.
